OK, so the plan for the costume is as follows (and I also upload a crappy illustration).
1) everything is made through braiding and knotting, except for the beak on the cap which will be made with stiffened fabric.
2) It basically consists of a collar and cuffs which are connected by braiding and are tasselled.
3) The braids along the lengths of the arms have knotted tassels along them for feathers.
4) The tail consists of multiple braids and knotted pieces of fabric.
